double dipping, where people retire and begin working again in the public sector essentially drawing to salaries and then there is spiking where people work a lot of extra hours over the last year of their career to trick the system into giving them extra pension money. those days are now over in california. >> this is an opportunity to make meaningful, historic pension reform. >> they have profound disagreements. >> this is one small step for change and a giant phil you're for true reform. >> the california legislature managed to pass what the governor called sweeping pension reform, new rules that could save the state between 42 and $55 billion over 30 years. >> at $100,000 pension club is gone. >> the pension reform bill caps the salary by which newly hired employees can base their pensions at just over $110,000 and raise the retirement age to 67 for newly hired public employees, 57 for public safety

workers and it requires all employees, current and newly hired, to pay 50 percent of their benefit costs, many republicans voted for it despite the fact that it has fallen short of the governor's original ambitions of saving much more money. it does not deal with skyrocketing health-care costs. and most provisions are limited only to new hires. >> what we have before us is not a pension reform, but pension change. >> it will certainly stop the bleeding, >> he is a city councilman pushing for pension reform for years and says that this lawful for a what is necessary .. >> this will get us moving, it is moving a rock uphill. and at some point, you need to start somewhere. >> where they're starting does not just cover state workers, it applies to all public employees, out of cities and counties and localities, taxpayer funded entities that contract with calpers, this does

not include san francisco or san jose, other big cities in the area because they make their own arrangements with employees. the bill has been sent to the governor and he is expected to sign it. >> a question, i know that you said it does not affect health care costs but to the talk about that doing it separately at a later date? >> they talked about doing it all the beginning of the process, the governor had a full point plan that would go through and i got to five or six out of those wells, but like everyone has been telling us, at least a guy start on something that may have never gone off the ground. >> thankyou. >> that is not the only high- profile bill headed to the governor's desk, lawmakers have okayed another that would allow hundreds of thousands of undocumented immigrants to get california driver's licenses. that applies to people under 32 are eligible for work permits under the new federal deferred action program. >> new details on san francisco's future archbishops, he was formally charged with two

misdemeanor counts of driving under the influence. the rev. was stopped at a checkpoint in san diego last weekend. it was apparently driving his mother home after a dinner at a friend's house and police say he had a blood alcohol level above the legal limit. he's currently the bishop of oakland and has apologized for his mistake. he is scheduled to be installed as archbishop of san fransisco on october 4th. >> a gang violence thieves terrorizing a bay area neighborhood and targeting a very specific group of victims. victim's that police say may be afraid to come forward. christin ayers explains why. >> basically it is because they are illegal immigrants. that is what police are saying, the victims of sexual assaults, people that police are saying are unlikely to report the crime. it typically starts as a robbery attempt in or around the for bell neighborhood. a female resident held up by a

gunman. >> when the woman do not have cash on hand, then they are sexually assaulted. >> oakland police believe it is happening over and over and inevitably the sexual assaults have one thing in common. >> it specifically targets latina women. >> their off and on documented and do not speak english. >> latino women field targeted. >> targeted by a team of suspects describe only as african-american men in their 20s to '40's. crisis counselors say that for every 100 sexual assault only 10 percent are reported. that number may be even more grim in a community of immigrants. christina heads the latino outreach arm of bay area women against rape and says that it is no coincidence that the suspects are zeroing in on undocumented women. >> i believe the perpetrator is fully aware that these people are very afraid to come forward and make reports to the police. >> police worry that strategy may be working, so far one

victim has come forward. but others have remained tight- lipped for fear that telling their story could mean being deported. >> you're not going to get deported if you file a police report. >> them coming for can prevent this from happening to someone else. >> police say the hotline that victims can call to report a rate is 510841rape . >> it is good that these women can come forward and will not get in trouble but do please feel like these women are being stocked before their attack to make sure they fit that profile? >> i'm sorry, it is noisy out here, could you repeat that? >> i'm curious as police feel like that these victims are being stocked before they are attacked to ensure they fit that profile or or they attacked at random because they do fit the profile? >> they told me that someone even when the victims are trying to take cover or cross a street when the season someone suspicious, and there are actually people on both sides of the street that was sometimes

attack, it certainly sounds like these are not random, they seem planned. >> federal investigators say that there is no evidence that sick cows entered the food supply at a central california slaughterhouse. the central valley meet company has been under investigation for weeks. earlier this month the usda closed the plant for one week after undercover video showed cows being mistreated. employees were seen shocking, strangling, and shooting livestock. the usda is continuing their investigation. yosemite national park administrators are now saying that as many as 10,000 people may have been exposed to this virus. so far two men have died from the disease that is spread by mice. for other people have been infected and authorities believe that the guest were exposed between june and august in the tent cabins in curry village. those cabins are now closed.

>> anytime now doctors hope to wait and injured san jose firefighter from a medically induced coma. the 15 year veteran frank ryan had a heart attack after battling a three alarm fire at st. patrick's cathedral yesterday. he had no pulse and stopped breathing but his fellow firefighters were able to resuscitate him. they have been at his side ever since. >> we have 30 firefighters in hospital at all times. you know, waiting for updates, supporting each other. the biggest thing that we're saying amongst ourselves is that frank is not dead, frank is waiting to wake up and crack a joke because that is what frank does. >> he remains in critical but stable condition, but, is meant to allow him to rest. >> other headlines, evacuation's this afternoon when a construction crew hit a natural gas line in san mateo. the trouble was with a 1.5 in. line, the leak was captain half an hour and no one was hurt. >> a driver accused of chasing a bicyclist on to the oakmont golf

course and hitting him with his car is charged with attempted murder. santa rosa police 88 year-old harry smith struck the victim two weeks ago in a case of road rage. the bicyclist survived and police say that he has a history of chasing bicyclist in a fit of rage, he is being held on $1 million bail. >> 6 bay area hostels face fines for medical mistakes that the state health department says put patients at serious risk of getting hurt or dying. on that list, kaiser in san francisco, menlo park surgical, saint francis, st. mary's, and stanford. the fines are as high as $100,000. >> california pop star testing results are in and shows a ninth straight year of gains. scores this year in both english and math with the highest the state has seen since the exams were revamped back in 2003. students in grades 2 to 11 take the test each school year and believe these exams are crucial

>> confusion over complicated loan paperwork could mean eviction for a 93 year-old southern california woman. several years ago, after her

husband died, she took out a loan on a home that she owned outright and has lived in for 60 years. now, she says it was supposed to be a $140,000 fixed rate loan. but instead she signed up for a $750,000 adjustable rate mortgage with a now bankrupt firm. now she faces foreclosure. >> it was a bad loan, an adjustable-rate loan, she should have not received it to begin with, on her income. >> it would have to take me out by force. yes. i will not leave by myself. >> she says that she cannot remember specifically where her mortgage payments were sent. activists are trying to track down her money and keep her from being evicted. >> it may be the end of the road for a certain type of car loan that critics say are sure to fail. the loans are most often made to low-income drivers and in the and they allow dealers to repossess and resell cars over

and over again. on the consumer watch, julie watts explains three landmark bills that will change that. >> they have a business model where they want you to fail. >> the state senator talking about dealers that bthe offering to the financing that require people show up in person to make their payments in cash, 20 percent of all used car deals are these deals. >> they charge you a high interest rate and mom you cannot pay off that loan they will repossess your car and take your down payment and not to the back to you and then sell the car to another consumer. >> used to sponsor one of three bills just passed by the legislature and on their way to the governor that would regulate these dealers. he says that prey on immigrants and people with poor credit, desperate for transportation, and because one out of four of these customers end up in default, dealers can resell cars over and over again. one out of three cars sold here has been repossessed to be sold

again. >> i feel like he took advantage of me. >> she is talking about another dealer, which financed her car at an interest rate of 27%. triple the national average. she testified on behalf of the bill that would cap the interest rate at 17 to 5%. requiring a grace period before they can repossess the car. >> and you need to be regulated under the department because right now no one is regulated. >> the used car industry calls the bill in there and says it will prevent many from ever owning a car. >> this provides transportation to millions who otherwise could not afford a vehicle. >> the industry group says its position was ignored and that the senator should " be held directly responsible for misleading regulators ". two other bills also passed this week requiring dealers to post the fair market value of a car next to their marked up prices and offer a 30 day warranty. if you have a consumer problem

>> the first pup at 6:30 p.m., police have issued a warning after two men, posing as utility workers, try to talk their way into some homes. all this harrington is live with the scheme that police have seen before. >> that is right, police have been called to the street three times this week, neighbors are suspicious of men a claim to be utility workers. there are pg&e crews in the

area, checking meters, so help you spot a phony? we found out. >> we only have two blocks on the street and we have had three incidents. >> these neighbors on poppy drive are on high alert, yesterday to man, posing as utility workers in orange vests were spotted knocking on doors saying they needed to check meters. a pgd spokesperson said that these were not their workers. >> we have had this occur from time to time with people trying to impersonates, to gain access into people's homes, claiming their pg&e's. >> the men left when a homeowner asked for identification but this at all the makings of a crime dancing before. >> what will happen is two people entered the house and one person distracts you with what appears to be legitimate work while the other person is stealing items from your home. >> the ruse was more real because there are actual pgd crews working all week. there are teams checking for

corrosion on gas meters, to know for sure if you are dealing with legitimate workers, ask to see three things that every pg&e employee to with them. the company issued a picture i.d., a safety vest, and a marked hard hat. >> if people are suspicious after that, please give us a call, we're here to help and verify our presence in a community. >> neighbors in the close-knit community are sharing emails and keeping tabs on any suspicious activity. >> i want to catch the guy. i'm definitely going to be looking and i will actually be answering the door. >> quick tips neighbors off is that these men got into an unmarked car with tinted windows. police however say to error on the side of caution, if someone is suspicious that do not answer the door and called 9 1 1. >> thanks. >> several lapd officers under investigation tonight after a woman died in the back of one of their patrol cars. they confronted her, after her

two young children showed up in a police station alone. dave lopez is here with what witnesses say happens next. >> did she have personal demons or anything? >> she had depression problems. >> sandra thomas tells me that she has cried so much that she has no tears left, talking about her daughter. and explaining why she would leave her two children in the middle of the night, at a los angeles police department station. >> she wanted some time to herself. she wanted time off but she did not know where to turn. >> she told me that she is certain of one thing. >> the police initiated her death. >> for police officers and their supervisor are under investigation and all five are now assigned to desk duty. no one disputes the facts of that night. at 2:00 a.m. she dropped off for 12 year-old son and three-year- old daughter in front of the

southeast division, a note with the 12 year-old said " this is my grandmother's phone number, mom cannot take care of us ". hours later police tracked her down in south los angeles at her apartment and while attempting to take her into custody for child endangerment there was a scuffle and she collapsed in the patrol car and died on the way to a hospital. she was 35. >> she got beat, kicked in the groin, that is female organs. >> it would this in the apartment told her that, police will not confirm that but they did say that in all likelihood mr. thomas was handcuffed when there was a scuffle. >> people that are handcuffed can still buy back, officers are injured all the time the suspects that are handcuffed >> when asked it took why for officers to subdue her? one witness in the apartment unit said that police swept her off her feet by kicking out her legs, but did not want to talk about it today. >> were the police being aggressive? >> police confirm a patrol car video shows ms. thomas having trouble breathing in the back seat. no comment on how much of the

incident was captured on video. >> it is just unbelievable, so unbelievable. >> the coroners office said it would take two weeks of testing before they can determine exactly the cause of death. >> a strong earthquake hit east of the philippines, knocking out power and prompting a tsunami warning. this is what it looked like as the earth started to move. a magnitude 7.6 earthquake, some roads and bridges have been destroyed, one woman was killed in a landslide. the tsunami warning for the central pacific including hawaii was canceled two hours later. >> what was hurricane isaac is still packing quite a punch as it tracks north. today rain in southern arkansas flooded highways and brought down trees and knocked out power. in the meantime karen brown has more on those getting a first look at the damaged homes in louisiana. >> he returned home to where two of his neighbors were found dead.

>> it is a very sad moment because the people that live there were handicapped. so it is a very sad moment. >> he helped rescue dozens from his community even though his own home was under water. >> we thought that we were safe. >> street still look like canals in the hard-hit town south of new orleans and the floodwaters are slowly receding because the levy was intentionally breached to drain the area. but the helicopter view shows homes and businesses are still under water. here at this house, the water came all the way up to his porch and now it is receding down the staircase. authorities are punching more holes in the levy in the hopes of getting rid of all this water within the next four days. this man waded through waist deep water trying to check out the damage to his house. another resident found everything below the second level of his newly renovated home, destroyed. >> this house had less water in it during katrina, we figured that when they built a wall it

>> take a look at this, this is in southern california, two suspects have been arrested after leading police on a high- speed chase. police believe the driver was intoxicated, they say that he was making erratic lane changes and as you can see, driving dangerously fast through north hollywood, making its stopped in the bushes. the chase ended when the driver ran a car into a line of trees. a female passenger jumped the fence and tried to make a run for it. but surprisingly they were both caught a short time later. >> powerful storms in southern california left a muddy mess. marino valley is where heavy
